CREATE is pleased to recognize Dr. Eva Baker, as the 2018 Jason Millman Award Winner. Dr. Baker is Distinguished Research Professor of Education at UCLA, Director of the Center for the Study of Evaluation, and Director of the Center for Research on Evaluation, Standards, and Student Testing (CRESST). She is past president of the World Educational Research Association and the American Educational Research Association. Her teaching and research interests include integration of instruction and measurement, and designing technologically sophisticated systems of assessment in large-scale environments. Dr. Baker will accept the Millman Award at a luncheon on October 12 at the 2018 CREATE Conference in Williamsburg, VA.
Thomas Guskey, Ph.D. will deliver the keynote address at the 2018 CREATE Conference. Dr. Guskey is Professor of Educational Psychology at the University of Kentucky, and is known throughout the world for his work and expertise on student assessment, grading and reporting, professional learning, and educational change. He is the author of more than 250 book chapters and articles and has authored or edited 21 award-winning books. Dr. Guskey is an engaging presenter who bring clarity to some of education’s most challenging problems.

The Consortium for Research on Educational Assessment and Teaching Effectiveness (CREATE) is a nonprofit organization dedicated to the improvement of education in PK-12 and postsecondary settings. The CREATE Board of Directors includes educators and researchers from ten universities in three countries, four large American school districts, and the Southern Regional Education Board.
